The perpetrator was “a juvenile justice counselor who sexually assaulted youngsters he was supposed to protect.” He raped them in the Manhattan Family Court building. Supposedly, maybe, the weak plea bargain was because the case against him was shaky. But even had he been convicted, the maximum sentence — for raping teenagers who were entrusted by the city to his care — was four years.
