Illegal voting is not voter fraud →
People have voted illegally in Minnesota, but the photo ID amendment wouldn’t have stopped them. Better communication with convicted criminals about their (lack of) rights and better maintenance of the voter roles would have.
The photo ID amendment would prevent far more legitimate votes than illegitimate ones.
